Fueling surge

Another fueling question: For the most part, I've adjusted to the Scrambler Icon fueling character, and find it okay, but not perfect. I've noticed a fueling/power surge in 1st, 2nd, and 3rd gears right around 4000 rpm. Just wanting to see if this is a common issue, or just my bike. I've started short-shifting from 1st to 2nd when riding around town to avoid it. Thanks in advance for your responses.
