I read that at least some Ducati's have an ECU-enforced low rev-limit during the break-in period until the odometer hits the break-in distance milestones, after which the ECU allows higher revs. Is that true for the Scrambler?

No, that's not true.
You ride it as you like, and break it in as you like.
The manual will tell you vary your rpm and gears for the first 600 miles and not go over 6000, but you can if you like.

I tryed the bike and didn't notice any limitator at least up to 8k rpm. did you read also at what rpm it should be?

No it's not limited electronically ... you should look and do not surpass the 5.500 rpm during the first 1.000km (more info on user manual)
